The incident was captured as a car was driving down the road in Allenstown, .
A person was filming as the car moved down the road.
"Slow down," one person said as the car neared the hospital.
A group of three officers were seen on a man who lay face-down on the ground, with his hands behind his back.
A healthcare worker stood nearby, watching the incident unfold.
"I thought we mattered," one person in the car said.
One officer used his hand, then arm to put weight on the suspect's neck.
He then moved his arm and replaced it with his knee.

The man lying on the ground could be heard yelling out as the officer pressed his knee onto his neck.
"Get off his neck," one of the bystanders said as the officers worked to secure handcuffs on the suspect.
"He can't breathe!" one bystander said.
The incident occurred outside St. Luke's Hospital – Sacred Heart on Saturday night, reported.
Cops said on Sunday that the man had vomited and staggered in the street before going into the driveway of the emergency room, reported.
When officers confronted the man, police claim he yelled and spat at them, prompting officers to restrain him.
Police said they fell to the ground while attempting to restrain the man, and they claim he was not compliant.

Cops told CBS Philadelphia the man was treated and released at the hospital.
Protests were sparked following the incident, and chanted "no justice, no peace," and "defund the police," WFMZ reported.
Lawyer for Floyd's family and Civil Rights Activist Ben Crump shared the video, demanding justice for the man.
"@AllentownPolice held down this man’s face to the pavement and then one of its officers placed their knee on his neck!! This happened yesterday and is exactly what led to #GeorgeFloyd’s death. We need this officer’s name and badge # NOW. #ICantBreathe," Crump tweeted.
Police Chief Glenn Granitz Jr. said during a protest on Sunday that there will be an investigation into the incident, WFMZ reported.
"We're going to take a look at it," Granitz told protesters as he answered questions.
"We're going to go through everything and we're going to give you an update as soon as we can."
Cops have not released information on the man in the video.
According to WFMZ, on July 2 Allentown Police released their use of force policy.
A copy of the seen by The Sun shows that chokeholds and "neck restraints" are "prohibited" unless it prevents "imminent death or serious bodily injury to a member or citizen."

The incident came just a month after Floyd died following an arrest, where cop Chauvin was seen in the same position on his neck for nearly nine minutes.
Floyd could be heard saying "I can't breathe" multiple times in the video – but Chauvin did not move his knee.
Protests have continued for more than a month since Floyd's death, as demonstrators show support for the movement and call for an end to police brutality.
