The video from inside a car shows the masked person turn towards the vehicle as it passes.
Residents have reported seeing the clown near Hwylfan fun centre for the past two nights.
One resident claimed the creepy clown is "terrorising" the town, reported Mirror Online.
One Caernarfon man said: "It's been the talk of the town with most people saying they've been scared by the sight of it."
He added that he believed it was youths playing a prank.
