Twisted Noye was handed a life sentence in April 2000 for knifing 21-year-old electrician Stephen Cameron to death on a motorway slip road - he was moved to a new jail this year.

He is now less than half an hour's drive from Stephen's dad Ken following the transfer, with Noye allowed out for jollies and work placements.

Ken spoke of his fears at the prospect of coming face-to-face with his son's killer when the switch was revealed last month.

Speaking to , he blasted: "I can’t believe they could be so insensitive to move him so close to home.

“It’s disgusting. I want them to move him as far away as possible from me.

“What about my rights? We’re the people who have suffered all these years. I’m outraged.

“I always dreaded bumping into him in the street and now they’ve gone and put him in an open prison in the same county as me."

Noye stabbed Stephen Cameron to death in front of his fiancee in a road rage attack in 1996.

After the killing he went on the run for two years, eventually being tracked down in Spain in 2000.

He was ordered to serve a minimum 16 years after stabbing Stephen in cold blood during a row over a minor car crash.

He was previously cleared of murdering a police officer, DC John Fordham, who was investigating his role in the £26m Brink's Mat heist.

Noye successfuly argued he had been acting in self defence, after fatally stabbing the officer in the grounds of his house.

Despite this, Noye was successfully convicted for his part in Brink's Mat - a robbery at the Heathrow International Trading Estate on November 26, 1983 of £26 million worth of gold bullion, diamonds and cash stolen from a warehouse.

He was released on licence after serving 14 years in jail, before going on to stab Stephen on the M25, where he again tried to argue self-defence.

Barry Phillips, of the Flying Squad Officers’ Association, whose members probed the raids, said: “The feeling among my colleagues at seeing photos of Noye walking free, albeit temporarily for the time being, will be bitterness.”

Last year the evil killer won a court challenge against a decision preventing him moving to open prison.

Ken added: "Noye’s pride got the better of him that day. He did not need to go back and get that knife. He could have just got in his car and driven off. But he didn’t.

“It’s all wrong. Stephen never got a chance at life. Noye should be in jail for the rest of his days.”

Victims’ rights campaigner Harry Fletcher said: “This visit will almost certainly have been to est-ablish he is well enough for leave.”

Noye was moved to the open jail in October and last month became eligible to apply for day release.

The Ministry of Justice said: “Prisoners in open conditions are occasionally permitted a short period of unescorted leave for medical appointments, subject to stringent risk assessments and the prison governor’s sign-off.”
