Zenit want £30m for Witsel, who played in Belgium’s 2-0 Euro loss to Italy on Monday.
Newcastle’s Tim Krul is also being eyed as a successor to Tim Howard in goal. The Dutchman, 28, missed most of last season injured but is fit again and will cost £8m.
Holland centre-back Virgil van Dijk, 24, is also a target after impressing Koeman at Southampton.
