They have now ordered a crackdown after monitoring coverage.
Russia’s host broadcasters, in particular, have been accused of zooming in on female supporters.
A glamour model in the stands received close attention during the home nation’s opening game against Saudi Arabia.
Fifa’s diversity boss Federico Addiechi, asked about the cameras focusing on attractive supporters, said: “Some cases arose and they were pretty evident.”
Addiechi defended the stance by football’s ruling body, saying it was keen to stamp out sexism.
He stopped short of saying it was now official policy to outlaw the telly practice, but he admitted: “This is one of the activities that we definitely will have in the future. It’s a normal evolution.”
He said it was not yet part of a “proactive campaign” but added: “We’ll take action against things that are wrong.”
